M V Subba Rao, second son of late Sri. M Seshachalam Garu, the pioneer in educational publishing was born on 19-11-1926 at Rajahmundry East Godavari District Andhra Pradesh. He had his early education at Machilipatnam and graduated from Madras Christian College, Tambaram. Later he took his Bachelor of Law degree at Machilipatnam, from Andhra University College of Law. He is a diploma holder in Siddha Medicine .His wife late Smt. Arundati Devi was President Inner Wheel Club Machilipatnam and worked as Treasurer of Mahila Seva Mandali at Machilipatnam till her last in 1994.She hails from district collectors' family. He is blessed with two sons. The first son, Chy. M S V Prasad is at Machilipatnam doing E- commerce working as consultant for overseas trade and the second son , Chy. M V V S Kiran Dutt is in US as a computer professional.

Mr. M V Subba Rao is truthful, pious and a philanthropic. He is a multifaceted personality and a versatile genius with investigative and innovative bent of mind.

He did apprenticeship under Mr.D.Narasaraju, the first Advocate General of Andhra Pradesh. Practiced Law at Machilipatnam as an Advocate for 12 years. Later joined his father's profession of Educational Publishing .He along with his brother late Mr. M N Rao, the doyen of Publishing Industry, actively worked for the development of M. Seshachalam and Co, Andhra Pradesh Book Distributors, Home Library Plan and Emesco Pocket Books till 1990. He published Book World, Pusthaka Prapancham from Machilipatnam as an adjunct to Home Library Plan from 1960 to 1990.
